ABOUT THE PASTOR
Pastor Dominique aka Archduchess of Divinity is a gospel recording artist, songwriter and vocal producer has a no.1 single on Apple ITunes UK "No More!" And her single "Cry Out" went #10 right here in the USA Apple ITunes.
Pastor Dominique Raquel Frank, the youngest of 17 siblings, was born in Glendale, California to Chief Apostle Bishop Dennis B Evans Jr and Chief Apostle Pastor Dr Dorothy A Evans, founders of the Refuge Christian Center Church, which was originated in 1977. She married her soulmate, Elder Walter Frank, Sr. July 24, 2018 and with him formed a blended family consisting of 12 children and four grandchildren. She is also the Aunt, Great, and Great Great Aunt to a host of nieces and nephews.
Now presiding as Sr pastor of Refuge Christian Center COGIC formally known as RCC Community Church has advanced the church into ownership of their church home for the first time since founded in '1977 making God pleased and her father Cheief Apostle Dr Bishop Dennis B. Evans Jr extremely proud no nepotism only navigating from the Holy Spirit has positioned Pastor Dominique in this seat of honor. Operating in all of the fruit of the Holy Spirit while seated at the feet of Jesus.
Pastor Frank desires her own outreach ministry, domestic violence recovery center, and veterans homes, and her core values are integrity, honesty, and perseverance. She and her husband currently feed the homeless, give to the poor, and provide for the imprisoned. She is a visionary, Holy Ghost-filled, humble servant of the Father of Lights in which every good and perfect gift comes down from Heaven above! She is multitalented and multifaceted, and her life has been set up to be pleasing in the eyesight of the Lord!!! Her strongest desire is to empower this generation - classified as Generation X - to become holy and righteous - walking in the fear of the Lord! She has endured tumultuous times of violence, incarceration, and abuse but God has given her beauty for ashes!!
Pastor Frank is successfully leading the flock at Refuge Christian Center COGIC since her installation in 2019 and she is currently working to start up her outreach ministries. In support of her qualifications to do so, she has obtained the following 10 certifications:

Bishop Evans
A mild-mannered, self-learner, self-starter with a natural ability to teach, person of moral-consciousness, entrepreneurial, business-minded, inquisitive, honest, family-oriented, risk-taker, gentle-natured, adventurous, loving and God-fearing man, Bishop Dennis B. Evan. Jr. was born October 16, 1930 to Dennis Evans and Olevia Hudson. He grew up with one brother and three sisters and in elementary school had an interest in baseball but was excluded from playing the sport by his fifth grade teacher because he asked who drew the crooked boundary lines around the basketball court. He was driving a stick-shift by the age of 13: was driving and providing rides through a Gittny -an Uber-like service- with his father at the age of 17: and became the oldest of two more brothers that were born after August 1951 when he joined the Marine Corp at the age of 20.
As a young man in his early 20s, Bishop Dennis B. Evans, Jr. maintained his two-year commitment to military services and traveled to places like Korea and Japan. The time he served in the military taught him important disciplines, and he did well while under supervision. He also developed self-confidence and learned how to persevere and to follow his vision. Developing these skills as a young man contributed to his ability to achieve a level of peace, love, and tranquility in his life.
In 1953, after serving time in the military, Bishop Evans began having difficulty maintaining focus on his education and made three attempts at finishing high school. In his first attempt, he went to Manuel Arts High School in Los Angeles, CA, but dropped out after a short period. In another attempt, he accepted a GI bill to attend Radio and Television school offered through the military, but he soon lost focus on that, dropped out, and left Los Angeles, California. Years later he moved to Pasadena, California, met the then 21-year-old unsaved Dorothy Evans while in a night club. At that time, he was 27 years old and had made his third attempt at completing high school by enrolling himself into John Muir High. Instead he dropped out and started his own stucco business refurbishing houses. However, at some point, he was given an honorary high school diploma.
Living next door to a Christian neighbor in 1965 put the then young and unsaved Dennis B. Evans, Jr. in a position to accept salvation. Both his then saved young girlfriend, Dorothy Evans and this neighbor prayed with him so that he gave his life to God the same night they prayed. He joined Pastor Roger DeCuir's church a few months after giving his life to Christ, and Pastor DeCuir -at the time- held services in Los Angeles, California. He allowed Pastor DeCuir to begin having services in his home for six months after leaving Los Angeles, CA before moving into a new location. The young Dennis B. Evans, Jr. felt God's calling on his life to start up the Refuge Christian Center Church ministry in 1976 while still attending Pastor Roger DeCuir’s ministry, and he answered the call January 2, 1977.

Refuge Christian Center was founded January 2, 1977, by Bishop Dennis B. Evans, Jr. and Pastor Dorothy A. Evans. They established the church ministry in the Pasadena and Altadena areas. The initial service was set up in the living room of a friend’s home, and they continued preaching the unindoctrinated Word of God for more than 42 years. Many men, women, and young people have grown and accepted a call to ministry under their leadership, and many who were lost came to seek deliverance through this non-denominational church that is well-known for preaching holiness-living; showing compassion; feeding the homeless; visiting the sick and shut-in; supporting widows and orphans; and ministering to those who are imprisoned preaching only Christ and him crucified! Through Refuge, young people get involved in ministry and move into leadership roles going forth into what God has called them to do.
Refuge Christian Center underwent a radical transition in the year 2019. Minister Dominique Raquel Evans who is now Pastor Dominique Frank, was appointed successor Pastor to her mother, Pastor Dorothy A Evans on April 28, 2019. She is the youngest of ten children in the Evans family, and her mother, Pastor Dorothy A. Evans, was a well-known woman-of God whom many affectionately called Mother Evans.
Refuge Christian Center is now under the Southern California Evangelistic Ecclesiastical Jurisdiction (SCEEJ) of the Church of God in Christ after Bishop Evans followed God’s leading to change course from the non-denominational framework. He met with his board of directors and a decision was made to join the jurisdiction lead by prelate Bishop Christopher E. Milton. God has been building the ministry under the leadership of Pastor Dominique Frank and her husband, Elder Walter Frank, Sr since joining the Jurisdiction, and He has been faithful perfecting all things concerning the ministry that is now under the name Refuge Christian Center Church of God in Christ.
